I'd get a CRT if I were you too. You can probably get one for free really. Just get a LCD later.

My System Specs

Building a full system with $700 is feasible IMO. You obviously just can't get the best of the best parts, but it'll still suffice.

AMD Athlon II X2 250 3.0GHZ
Gigabyte GA-MA770-UD3
G.SKILL F2-8000CL5D-4GBPQ PC2-8000 4GB 2X2GB DDR2-1000
Gigabyte Radeon Hd 4850 512MB
Seagate Barracuda 7200.12 500GB
Samsung SH-S223B/BEBE 22X DVD+-RW SATA DVD Writer
OCZ StealthXStream OCZ500SXS 500W
Antec Three Hundred

OCZ Alchemy Series Elixer Gaming Keyboard
OCZ Eclipse Laser Gaming Mouse
Acer X183H B 18.5IN LCD Widescreen Monitor

Comes to $700.11 before taxes. Shipping is free at DirectCanada. Couple mail-in rebates too if you decide to send them in, thus lowering the cost some more.

Sure it's a small LCD and "cheap" keyboard and mouse, but on a whole it's a solid setup with lots of future potential to it. And it'll play WoW and whatever else you want to throw at it.

I would get another LCD monitor than that one. Maybe save up for a 22" one. If you are going to play WOW you might as well get a 4670 instead and get a Seasonic 400W from NCIX...
