It would be helpful to provide us with the sites your comfortable ordering from since most of us here are Canadian.

From what little I know about GTA IV I takes a lot of horses to power it. PC Gamer joked, in an issue a while back, to take out all of the components from the case and install a console...

Palit GeForce GTX 275 896MB GDDR3 PCI-Express Graphics Card (Includes Batman: Arkham Asylum & 3D Discover Glasses) £155
AMD Phenom II X4 Quad Core 955 Black Edition 3.2GHz (Socket AM3) - Retail £131
Gigabyte GA-MA790XT-UD4P (Socket AM3) PCI-Express DDR3 Motherboard £92
G.Skill Ripjaw 4GB (2x2GB) DDR3 PC3-12800C8 1600MHz Dual Channel Kit (F3-12800CL8D-4GBRM) £67
Western Digital Caviar Black 640GB SATA-II 32MB Cache - OEM (WD6401AALS) £46

That is about £485 without a PSU, Case and DVD. You could cut the CPU back and the MB a bit to try and fit in your budget, but your goal of playing GTA IV and your budget are just at odds.

Corsair TX 650W ATX SLi Compliant Power Supply (CMPSU-650TXUK) £63 on sale non-modular
Samsung SH-S223B/BEBE 22x DVD±RW SATA Dual Layer ReWriter (Black) - OEM £14.77
NZXT Apollo Gaming Case - Black (No PSU) £52 just for a price check

There is another £130 on top of the £485 which puts you around £615 without the dreaded VAT. You guys get hosed much more than we do on tax... my condolences.

WoW Thanks, for the support and fast replys
I See this comes to £600'ish But im thinking of going a bit over budget and spending a little more

I been looking at this and from everyones point of view it seems to be the best
but does work out a little more pricy

(Average Prices)
ASUS Triton 81 Cpu Fan (£50)
ASUS P6T Motherboard (£130)
Corsair 6GB Ram (£120)
i7 Core CPU (£200)

How much better would you say that gear is compared to the stuff above ?
Is there anything in it or about the same

The price/performance for AMD nudges out the intel chips, but the i7/X58 with Tri-Channel memory is the performance king right now. What you have there is solid, I am guessing an i7 920 as that is the best bang for the buck with overclocking. And the OC on this chip is pretty easy with lots of help out there on this forum and others. You could probably do better on the after market HS and Fan, for that money a True, Megahalems or for cheaper, and if you are not going to push the i7 into the 4 GHz range, the Cooler Master Hyper 212+ is a great budget cooler.

I looked on OCs website and found these links

Prolimatech Megahalems Performance CPU Cooler (Socket 775/1366) but you need a fan
Cogage True Spirit CPU Cooler (Socket 1366) read some good things about this one

Cooler Master Hyper 212 Plus, Cooler Master Hyper N620 and Cogage TRUE Spirit CPU Coolers - X-bit labs A good link that compares the Hypers vs the Cogage True Spirit.

There are some great tutorials on OCing the i7. You can do a little overclock, say 3 Ghz - a medium OC of 3.6 to 3.8 Ghz - and you can try for 4.0 and higher. The thing is that as you push the speed up all the components have to be able to take it, plus the CPU usually needs more voltage to OC, and that means heat. That is why you get a good after market cooler, to dissipate the heat.
