Default Newb Budget Build

Well, this is my first build that I'll be posting here and I want to know your suggestions on it. This build is for a friend and she only has a few requirements:

1) Under $700
2) Able to play SIMS 3
3) Able to run Visual Studio

I know these are fairly random so here goes the build I put together

Coolermaster cm 690 $85.24

Coolermaster Extreme Power Plus 500W $64.99

Gigabyte GA-MA770-UD3 ATX AM2+/AM3 $87.47

AMD Athlon X2 7750 Black Edition $85.99

XFX GeForce GTS 250 738MHZ 512MB $149.99

OCZ Gold XTC PC2-6400 4GB$56.99

LG GH22NS50 Black 22X SATA DVD Writer OEM $32.03

I have a few left over hard drives so I won't have to spend money on those. Total cost after tax and shipping is $645.24

What should I change to get the best bang for my buck?

What size screen will she be playing on? The GTS 250 may be overkill, and you can certainly find a better price for one i think. Perhaps you should consider getting something like a 4850 (which should still be more than powerful enough) for around $100 and using the extra money to get a better PSU and one of the newer Phenom 2's that has the chance to unlock extra cores. Just my $0.02.

Is the Corsair VX550W 550W a better PSU?

Muchly . How about bring the graphics "down" (not really down actually since a 4850 is actually Better than a GTS 250 in some benchmarks) to a 4850? That will save you about $50 on the build, some of which can go for the better PSU you just mentioned and the rest... perhaps an aftermarket cpu cooler? just to keep the machine quieter.

Removed the GTS 250 and Coolermaster Extreme and added a Corsair VX550W 550W and Gigabyte Radeon HD 4850. Price before refund is $672.41 (and $40 off in refunds).

Yea corsair PSU are the way to go, never go for a cheap one. It will save you many hours of headaches in the future. With the 4850 you can do all you want for a good price. Hope you have fun with your build. You also might want to take cmetaphor's advice on getting a phenom, it would be worth the extra cash.
