Edit: I don't remember if the Antec 500W can handle the GTX280. Another case / PSU combo may have to be chosen. Still I think it can be done within your budget.
Its nice set up

But best to get the CM690 + cosair 650W for PSU


Gonna be a REAL TIGHT fit in the antec sonota. and you be pushing the PSU to its limit with the above set up

I'd change the Sonata 2 combo to something else, like Antec 300 a good Cooler Master case. Let your friend decide, and just make sure everything fits. I'd also change the motherboard to a cheaper one, like a P35 or P43 motherboard in order to save some money. Even with those motherboards, if your friend ever does plan on overclocking, he can easily get at least 3.6Ghz on that E8400.

Power Supply: Corsair HX620

Video Card: NVIDIA GTX 260 Core 216 or ATI 4870. Both are good choices, and compete very well.

Btw, I swear I read on RFD that Costco has an Acer 24 for like $200. However, I can't seem to find that thread. Look around and see if you can find it....if you do, you know got yourself a good, cheap LCD monitor.

Yeah I wouldn't doubt that all....Costco is always the final place I look for pricing when it comes to Price Matching anywhere else...!
