Well there is Newegg.ca! Also if he's not gonna use SLI a gigabyte board would be good. So re-done list

Welcome to the forums!

Nice template btw, it would be nice to up the vid card and cpu, but budget constraints... doh! There's got to be a way to squeeze in a 9800GTX+, the E7300 will oclock fine in a pinch. I think I would take the vid card rather than an E8xxx.

/edit: Oh, the HD is only 8mb cache, swap that with this:
