I'm just gonna make 1 suggestion. If your friend has a P4 PC right now, can you gut it.. and reuse the case? That way you can buy a cheap/but good PSU. Don't go near that Startech PSU if at all possible... a bad PSU can take the motherboard, CPU, RAM, HDD.. (almost anything it powers) with it.... if it croaks.

My friend currently has a Pentium 1. I don't know where he got that from but its a total waste. The beige metalic case is just ridiculous... don't get me started on how many windows he can open before his computer shuts down...
As for the PSU, i know you cant really go cheap. Corsair has some great psus, the one you pointed out is great too... But in the current situation, I cant do anything better
He will have a "cheap" computer but at least, he will have one!
