The issue appears to have been resolved by deleting the nic in DM and then scanning for new hardware. I have a funny feeling there might have been something other than drivers going on as I had some kind of other router related "internet access server" device manager driver issues that went away with the nic and didn't re-appear.

Either way it's all good.... seem to be getting somewhere between 70 - 100 Mbps on the powerline adapters which is (IMO) pretty good considering the age of the house and the fact that I suspect the original owner wired the basement himself. :)
