Stealing Network Bandwidth?
 
especially when im gaming what really pisses me off is if my bro starts torrenting, then my internet gets slow as :censored: and screws me over in the game. Would it be possible for me to steal network bandwidth like when he torrents?

Tell your brother to put a limit on his upload, that'll likely fix it

.... and he won't get his goat pr0n any slower than he normally would.

If he was feeling particularly civilized then he could also limit the download to 80% of the connection speed you get.

This would all be set in the torrent client program.

Alternatively, if your router has QoS abilities (most should), you could set his MAC address to the lowest priority, and yours to the highest.
