My System Specs

you can setup QoS to limit bandwidth usage to the machines

also in the statistics page of most routers you can see how much ppl are downloading

this is mine Total Current Modify IP Address/
MAC Address Packets Bytes Packets Bytes ICMP Tx UDP Tx SYN Tx

now i just looked through the manual for your router
and i didn't see something in there for stats usage :/

so you may have to flash it with the DD-WRT (your router is supported)
www.dd-wrt.com | Unleash Your Router

to get some sort of controls in place and or see whos using the most data usage, course you need to know their MAC address's. since the IP will change.

since the controls on the router you have are fairly limited
theres control on upload bandwidth but not download...ok then...

(chart didn't post right. it merged the data, tried to fix some of it, but you get the idea, just for showing stats, i know which MAC are mine, and who the other two belong to)

I would try one of two products that have the best price tag(free). Untangle if you are not comfortable with networking, its a graphical install with a nice web interface that will do all that you want. If you are more comfortable you could use vyatta, its a command line cisco clone. I use it and you can do quite a bit with it and is rock solid.
