Default Low upload speed?

I did the dl/ul speed test, upload was 1526 and it told me to divide by 8 and i got 190kb/s. But whenever im uploading something the speed is 0-30kb/s... My download speed is usually like 100-800kb/s. I feel like a huge leecher this way.
Anybody know how i could improve that?
My PC is connected directly to the cable.

Rogers, and probably some other ISPs throttle bandwidth for torrents. I can leave a handful of torrents on all night only seeding and they might upload a couple hundred megs.

The CRTC pretty much said they could throttle yours(and everyone elses) torrenting if they can cough up a plausible reason.

There are ways around being throttled but as we are talking about torrents, which are typically used for illegal downloading i can't really tell you on the forums.

all ontario p2p sharing is throttled because there all through bell/rogers. we all tote American laws why?this is Canada
