Do you want to do that on individual client machines or at the internet gatewam?

i use squid with sarg on a linux box to control and monitor web activity. If the linux box is your router you can set it up as a transparent proxy (no proxy settings needed in IE, FF, etc). Or can you use it as a proxy server and keep your gateway but will have to plug in proxy settings on IE, FF, etc.

If you have deep pockets Windows Server with ISA is a popular option as well.

ISA should not be a popular option, it really does a poor job of it, and it has a few security issues.

in fact it is a popular option, and does a remarkably good job. The only downside is the cost... you need a dedicated windows server. So the software + licensing eats up a bit of capitol.

are you looking for a Network Perfomance Monitor, or something else like a proxy.

For network performance monitoring that depends on if you want to spend money or not.

PAID

Solarwinds Orion Suite - windows and sql

Free

Spiceworks - Windows
Cacti - linux
zabbix - linux

Also you should look at something like ipcop or smoothwall as well since they do a pretty good job on the proxy front.
