Sameer you could be just in a bad area for Rogers or its likely the software configuration you're currently using. I am located in the Sherbourne and wellesley area and my speeds are pretty good I haven't notice any throttling, but I don't download all that much.

I use Utorrent 1.8.2 its my personal favourite, to ensure the best performance make sure its forwarding the correct port using the speedguide and test it, it will confirm that you are recieving incoming connections.

Limiting your upload speed will cause your download to drop considerbly, infact this is were I ran into some "red" areas during that test. That could have a lot to do with it Rogers upload speeds have always been pathetic and that will likely never change.

You might consider testing your ISP a few times throughout the day, look for inconsistency in speed during certain times of the day. If you happen to live an area where P2P or filing sharing is rather popular than Rogers could be very well be throttling your line.

i am in kitchener on rogers high speed extreme it keeps getting more and more expensive every few months. i use utorrent and i will see download speeds up to 600kb/s. I do the speedtest.net program and it consistenly scores what rogers advertises (1 up, 10 down) but i rarely see that sort of download speed outside of that test. I am interested to try this glasnost test and see what they are doing. i am always interested in getting faster dl speeds.

First of all, ISP P2P traffic throttling is very good for P2P networks.
The longer it takes for you to download the file, the longer that file is shared from your PC (as a lot of people in Canada are stop the torrent once it is downloaded fully), hence general availability (number of seeders) is higher.
Well, it is drawback for you personally, but it benefits everyone, your persona included.
Secondly, simply increase your upload limit.

I am having this problem as well. I am in toronto and I have roger extreme. I used to get downloads in the 600-800 range once upon a time, but now its a miracle to just see it ever go above 200. it hovers at around 100 most of the time.

Its frustrating I tell ya.

Are you paying $65+/month for your internet service that is advertised as being 10mbps dl and 1 mbps ul? There is a reason why i selected the extreme highspeed service level from rogers and that is because of their advertised speeds. when you NEVER see a download speed greater than 600 or 700 kbs regardless of what you are downloading, it is irritating. Why wouldn't i just choose the highspeed express service level if i know my neighbor is getting the same speed as me for $15-$20 less per month? They already limit my total data download/month to 95gb, now they are limiting how fast i can download all that data? And it's not only limited to torrents, but everything from video streaming, online gaming, to FTP transfers. It's total BS that they are discriminating based on what you use the internet for when you're the one paying them.

Whether or not someone seeds is their personal choice. If the torrent is popular, there will be lots of seeders. If there aren't, then you must like it enough to seed it yourself. as eagle eye stated, your download speed is dropped when you lower your upload speed so they already take care of leechers @ the torrent client. I hardly ever seed but that should make no difference in my download speed. Throttling is a drawback for everyone and especially those of us that pay to have a premium internet service, so if you want dl faster speeds, max your ul speed. If that's not fast enough for you then be like the rest of us and pay for it.

here's a good thread for you to read bout rogers capping our dl amount (which ironically is similar to throttling)

they have no competition, so they have everyone by the balls and they keep introducing new ways to squeeze them harder.

anyone following this thread change your ports in whatever client you use. Chances are the ISP is throttling a range of ports that bittorrent normally uses.

If that doesn't work, then, eh... call Rogers and b!tch?
