Yeah, I guess I've never had 4h+ screen on time on my phone, simply because I don't use it that much. Usually it just sits in my pocket while at work for 8h and I only really use it during my commute to and from work to read the news and such, which is about 2h in total. Typically speaking when I get home I still have around 75% battery life. This is CM nightly 07/19 with faux123 beta kernel 17b02, it's been the same with previous builds too though.

I've also found that I had an issue being able to get my SGS1 to recharge to 100%, I let it run down below 10% (usually never let it go under 50 or 40% if I can help it) as I was using it heavily as a GPS to find how to get to apartments we were looking it. When I got home I plugged it in and it charged back to 100%, so it may be the fact your battery isn't discharging all the cells, causing some to not be able to be fully re-charged, though that's necessarily relevant to what phone does Arinoth want, oh well.
This is normal behavior for android. Even my S2 does this.

I have been reading that all Nexus phones are unlocked from the get go, which gives it an easier ability to be sold and a newer/new phone to be bought and used (if it too is unlocked like the N5)

That's correct, the Nexus line up is unlocked, but to be honest, unlocking phones is really cheap and easy for everything other than an iPhone.

So the camps so far are then Nexus 4 (and wait/upgrade to Nexus 5 when it comes out) or the Samsung S4 (on a 3 year plan at 250 or a 2 year plan for 450)

Honestly, unless you want a bigger screensize, or if they put in a removable battery in the nexus 5, you probably wouldn't have to upgrade. The N4 is still really fast, the S4 or HTC One aren't really faster than it with just general phone usage, they just have more features.

The S4 and HTC have IR blasters, S4 has removable battery and SD card, and both of them have better camera software. But you have to deal with their skins and slow updates.

Well I'd be running a custom ROM on whatever one I'm using. I've never really used the SD card on my SGS1 nor have I gotten close to fill up 8GB on it. I also don't really use my phone to take pictures, that's what our digital SLR is for.

Check out Koodo, they have outright price for $300 for the 16gb nexus 4, or if you have telus in your area they have decent plans.
