The short answer is; No, if a phone is locked to a carrier, you have to ask said carrier for permission to unlock it, and they can deny it.
The long answer is; No, but there are ways around it. You can jailbreak the phone, then install an unlock (ultrasn0w) to allow you to use different SIM's from other providers. This will only work on an iphone 4 with the original baseband firmware, which requires either the 4.0/4.01 firmware, or custom brewed updates that retain the original baseband.
