Default screen res controlled by actual screen or laptop

Hey, i want to upgrade a laptop screen from 1366x768 to 1920x1080 because i really hate scrolling so much.
I was wondering if the res is restricted by the actual panel or the video card/motherboard thanks.

The panel is what limits the resolution. It only has so many physical pixels.
