Don’t know how you could say that, he didn’t break open those blue TEC’s.
They seem to be strapped right on the heatsink, and the water flows right in there,
I would assume they made it so the heat transfers to the heat sink to be exhausted from the system and not the other way around.
Maybe I misunderstand what you mean.

Hopefully HWC doesn't mind me hotlinking their own picture. But as you see here, it appears the TEC's aren't making the best use of the radiator.

Oh well! This review plus the one released by Hardware Canucks convinced me... I just ordered one from NCIX (at a special price of 349$ untill June 17th ) to replace my TRUE ! Can't wait to install that baby !!!

Well, your right that’s exactly what it looks like, the HWC review pics are pretty accurate, however….
Considering the TEC is just a plate, attaching it directly to the fins
should actually increase the thermal transfer rather than have buffer plate in-between as you suggest.
I’d consider it a kind of hybrid, the normal heat sinks you see are a mounting plate with fins, this already has the plate, you just need the fins.
