Default PCI-e 2.0 or 3.0 - is there a significant difference

through a plethera of reviews, hype, and rumor of what all the newer platforms can provide, will some one step up and explain the real differences. linus as shown the dual 16x and dual 8x PCI-e lanes as a small net factor in benchmarks and gameplay. also, team red vs team bule and the gpu teams of how well they play together. and how the processors differ for applications and gaming. but motherboards (pita to swap for demonstration) have kinda slid into a whisper of actual performance benchmarking.

the fancy box-art is good, but 50-70% of the buyers just go on what their friend or which youtube star has on their test bench or case. how fast is USB, USB 2.0 and now USB 3.0 the same goes for sata, sata II and sata III, and now the PCI-e lane configs.

just some questions to pose for penny-pinched peeps like me that wait to really see the advantage and how it'd benefit my situation(s).

Pretty much SATA3 is only useful for newer SSDs, and none of the current graphics cards can even fully saturate a PCI-e 2 bus. Only "3" that I find useful is USB 3.0, as it is a great speed upgrade when using USB 3.0 devices.

E-Sata and USB 3.0 for external storage devices will make a huge difference, but the rest require a person be actively looking (or benching).
