Default Is a GTX 560 Ti 2GB a good match for a Q8400 quad core CPU?

Probably not a bad match overall. I don't think I can recommend the 2GB version over the 1GB version unless the price is very similar, however.

Overclocking your CPU probably also wouldn't hurt to get the most out of your machine.

Unless you are planning on running at a very high resolution, think nVidia surround gaming, the extra vRAM won't really make that much of a performance difference compared to the 1GB card

DX11 is dependent on the GPU and OS, not your mainboard and CPU.

So long as you have W7 and a DX11 capable GPU you are fine.
