ATI 650 PCIe cards work well for me in Win7 64bit. I am running two of them with WMC and they work very well.

WinTV-HVR-2250 Product overview

I have this, and its pretty good. Has dual tuner (internal splitter, so one coax connect), hardware card, low profile, remote, and IR blaster.
