cannot access my Virtual cfg page

I am not sure why this happened but I used to get an ip that always started with 192, and when my SSD died I had to do allot of changes and ended up losing most everything.
I did a reinstall and now I get a ip of 10.0.2.15 from my virtual folding image I am not sure how to change this or if it is even possible. is it possibly a router thing , like my Router is blocking me?

you are talking about the HPCS? if Yes, in the config page at HPCS where you have the instance, you need to click where it says attach public IP.
