I've had similar problems while playing Black OPS 2.

I was under the impression that it affected i7's and AMD "8" core systems more. Windows 7 sometimes goes stupid and rapidly parks and unparks your cpu cores.

This might not be what you're experiencing, but googling a CPU unparking utility did the trick for me.

There might be other ways around this like, disabling any power saving features and stuff for your CPU/system. But I just ran the software instead to keep it simple :D

IDK how is the AMD control panel,but make sure to disable the AA options. Control by game, i know that makes bugs in a lot of games.

Well unfortunately that didn't solve my problem. I'm just going to reformat the system and go from there. I suspect that this is a holdover problem from back a few months ago when I had faulty ram that resulted in several system errors (e.g. random crashes, BSODs). I've replaced the ram but never did a full reformat (though the crashes went away completely). Perhaps it's time to do so and start fresh.

Entirely possible that the crashes corrupted something. Format might be best,

Dragon Age: Origins doesn't have multiplayer at all, the only "online" thing about it is connecting it to your Bioware account, but that's far from what's causing hic cups.

I remember the audio for most of my games go out of sync with the video during cut scenes, turns out it was just a faulty driver.
