$11.97 for Simcity 4 is attractive, but I wonder if EA's version allows for certain modifications which are necessary to make the game good.

All of the mods I have used from Simtropolis have worked on the EA version. From what I hear, some of them will not work on the Steam version though.

Unfortunately I don't know if you can. I am currently waiting to find out if I can download DA:O Awakening from them and have it work with DA:O from Impulse.

What's the EA content manager like? is it like steam where you have to log on to play, or like d2d where you don't have to log in?

I just have to log in once to download and that's it, pretty painless.

Why oh why don't they make simcity 5. If they made it better than Simcity 4 but more realistic with better graphics and more features I would pay $100 for that game.
