problem: OB script extender

i played oblivion now but the subtitle is too fast to read... 15% of all time, i missed something... so i found this mod at OBSE -Elys- Universal Silent Voice at The Elder Scrolls Nexus - Oblivion mods and community

so it asked me to use OB script extender from OBSE

i followed the instruction but the problem is, its not working as it should... so what did i miss something?

and i play the game from obse_loader.exe... am i doing correct?
