I fixed 90% of all my crashing by running at best quality then turning water rendering down one notch.

1. Turning the video quality up will cause more crashes, so turn is down a bit
2. Uninstall any codec packages installed on your computer, ffdshow crashes it like no tomorrow (excluding the executable doesn't work)
3. Update C++ library
4. Update .NET runtime
5. Update to 1.7

Actually I do remember ffdshow screwing things up.... I uninstalled it on my machine to play fallout 3. I had all my settings pretty much maxed out, with water rendering one setting lower than max.

If you bought it through steam then make sure you always re-install all the updates manually, don't rely on Games for Windows Live to do it correctly. Also, if you have any of the DLCs, transfer the three files from the GFWL directory DIRECTLY into the data directory of the FO3 game folder. Both of these are known fixes for certain crashes.
