Best CHEAP Portrait Monitor?

I am on the prowl for a monitor I can pair with my Current 27" monitor. I am not too considered about quality of screen, as it is only going to be used for websites, html, and file management. I would really like it to be portrait, preferably able to rotate out of the box (like a stand that swivels). I don't need it very big, maybe 16" and up. but I don't want to spend much over 200$. Any incites or suggestions would be appreciated, thanks.

Not sure what you are going to find for cheap out there that does portrait. More than likely there will be a sale on one somewhere. You may also want to consider something used.

For around $200 you can buy LG IPS231P.
But I don't know if that's to big.
