Well I had this:
Acer B273HU Review which was the only 27" TN-panel that used 2048x1152 that I'm aware of. It was pretty decent and a good middle ground between 2560x1440 and 1920x1080. However I doubt you can buy it anymore.
As others have said though...what's your main purpose? How far do you typically sit from the monitor? It's feasible a 27" 1080p monitor will look fine to you. It really depends how picky you are, how close you sit, and how good your eyesight is.
For 23-24", I'd go with:

The IPS would definitely have better colour reproduction and viewing angles but obviously a slightly smaller screen.
If memory serves me correct, that Samsung you linked is a rather old model (probably discontinued now) and I believe it had some issues with colour uniformity. Again, it depends how picky you are with image quality.
