Absolutely not, they should be 100% silent as most these days don't even have a fan.

Basically turn the brightness up full on the monitor using the monitor's controls and then use your video card software to turn down the brightness. It is something in the monitor's electronics that creates the whine when dimmed. Using the vid card's controls doesn't affect the monitor's electronics.

It is quite common. It's the vfd variable frequency drives. your 120volt ac is fed through the wall at 60hz. It gets converted to DC and then back to ac with the cycles varying with the output. You get a lot of white and you can hear the vfd cycling at some god awful speed. My plasma does this when i am using the htpc and surfing, doesn't for movies.
