4770K Overclocking ceiling
I have gotten my 4770K to 4.6 GHz stable by bumping the core voltage to 1.3000 and the ring voltage to 1.2000.
Any higher multiplier bump and it is unstable (i.e. @ 47+).
Is this voltage safe? Temps stay under 80.
If my thermals are under control can I bump up the core voltage and/or ring voltage safely to achieve a 4.8?

Please tell Us Your system. Motherboard, Ram and cooling. What are You using to test stability? Does it BSOD and if so what number? And what the heck is "Ring Voltage"?
I have my 4770k at 4.4Ghz at 1.28, even at 1.33v it isn't stable at 4.5Ghz. My temperatures are great for haswell though, under 75 degrees under load.
My rig is as my profile says, gd65 z87, 4770K, h60, 1333mHz ripjaw 2x4GB.
I use prime95 to test stability.
Windows 8 crashes politely at over 46 multiplier. No BSOD.
Ring Voltage = uncore voltage
What have people been able to get these up to under water? Juat picked one up myself with a asus maximus extreme mobo.
4.5ghz seems to be the 'avearage' headroom for these chips. You'll find even on water you've got to dump a LOT of voltage into them to get them higher then 4.5, and even then with the poor thermal compound (see the delidding threads) your temps are going to be bad regardless.
Temps with Haswell are great once you delid. No worse than Ivy Bridge. You can easily see a 20C drop in load temperatures. e
