Default i7 3770 k overclocking problem

hi , i overclocked i7 3770k to 4.7 ghz with uefi bios in my sabertooth z77 easily but the only problem is that when i opened
cpu id sometimes the cpu core is : 1.6 ghz and sometimes it goes to 4.7ghz . please help

That is intel speedstep technology doing its thang. Picture and engine running at 500 rpms when you are idling and then revving up to 7000 rpms when in full use!

i turned speed step off and reset deffault overclock to down the clock to 3.5 but
the problem still occured the core clock is 1.6 in my desktob and goes to 3.7ghz sometimes and othertimes is 3.9 ghz .

The correct answer is Windows defaults to 5% CPU usage when at idle and 100% when in full use. You can change this by going into the screen saver, advance power settings, and change the processor settings.

You do not want to stay at full 100% CPU use as it may wear out your CPU sooner (cough* if you OC it very high), produce lots of heat as ivy bridge can soar to 106 C, -and- your power bill will go through the roof.

P.S.: Video cards now a days use clocking down technology to reduce power consumption/ fan noise.
