Looks fine to me, those marks on the side are from tool marks left from the die punch. And marks on the HSF contact surface are from the test bench the manufacturer uses on new chips. I've seen those so many times on Intel chips too.

Your problem is somewhere else. If need be, you can contact DC_Support, he works for DC and is a member here.

It depends on whether or not the box was sealed. If it was sealed then it's manu testing, if the box wasn't sealed, it's a return that's being pawned off as new by the distributer.

But everytime when I try to boot up, I either get a bluescreen or it just freeze. Sometimes I might be lucky and get past boot up, but in a few seconds the computer freeze. What I mean by freezing is the whole computer not responding. I have to force shut down pressing the power button for five seconds.

Which is why I asked what motherboard you're using. If you're using a motherboard with inadequate power delivery to run a Phenom II with 4 or more cores that could be the culprit.

I may have missed it what CPU are you trying to install into that board? You might be past the power envelope of the board.
Or it might not support it, or have the correct BIOS.

Plus for a phenom (x6?) that psu is a bit light.... like the last guy said it could very well be the board/ psu are inadequate
