How are your system temperatures? -cpu heatsink seated properly?

Do you have another powersupply that you can test the system with?

Perhaps something is shorting in your case?

Any Blue screens? error messages? post codes?

Might be worthwhile to take the system out of the case to eliminate any possible shorting issues, re-seat cpu cooler, reseat RAM, then test the system with stock settings and examine your temperatures with HWMonitor. Make sure all your cables are pugged in too. If problem still persists, then power supply would be next to test.

I miss anything else to try right off the bat??

This.........

Until you verify you don't have any external hardware issues (Case, USB ports, MB shorts, Power switch, etc..... ), it's almost impossible to point towards a possible motherboard/memory/PSU issue.

I had random power issues with my CH IV / 1090t build in the cosmos S that ultimately ended up being a problem with the power switch on the case... until I finally bit the bullet to tear down the WC and run outside of the case, I was convinced that something was going on with either my PSU or the OC on my rig.

Unfortunately there isn't going to be an easy answer. You will have to trial and error. It could be a loose wire (check all your connections, power supply cable fully plugged in, etc), a bad switch (button), power supply, motherboard, CPU...just about anything. The order I listed in is sorted simplest to more difficult to trouble shoot.

On a side note I actually had the power cable issue before. It seemed like it was fully in, but I was getting some random issues with power and when I unplugged and put it back in the back of the PSU it went in another 1/4" and I never had anymore issues.

Try your psu in another computer to check if its the psu and use another psu in your computer.
if its not the psu...
it could be cpu overheating but then you said cpu is at 28 degrees..
could be the motherboard? like what Bond007 said, trial and error.

1st check all your connections like the 24 pin. Make sure they are seated properly. I had a 20 pin with the extra 4 that the 4 was not totally seated right. It looked like it was ok but needed an extra push to click in. It worked perfect until the graphic card needed extra power then wammo she shut off.

could be that as well. Try with one each stick of ram separately (another trial and error thing).
