Default how to calculate CPU and Video balancing?

I have been wondering about this because I have never seen this question asked , how do you figure how the balance between cpu speed video speed and memory speed say for a gaming PC . is it the Bus speed of the cpu and the GPU that has to be the same.

That's a very good question. In my eyes, it's about having enough memory to never incur a paging file, a cpu that is "good enough", and the best video card you can afford.

Faster memory doesn't equate to more FPS for many games, above a certain threshold, say dual channel 1333 MHz.

How else could I play bf3 64 player maps on ultra settings on my succy x2 250!!
