In the cheap section would be the Asus M2A VM w/ the 690G chipset...

True, but the M2A-VM:

1) Does not support AM3 CPUs.
2) Has very weak integrated graphics which cannot play 1080p video.
3) Cannot run dual PCI-E video cards in Crossfire or not.
4) Does not use solid capacitors.
5) Has only 4 SATA ports.
6) Does not have HDMI out (except for the HDMI version of that mobo).
7) Does not have dual chip BIOS redundancy.
8) Only saves you about $20 compared to the MA785G-UD3H even if you find one on sale.

Hopes of getting a new motherboard got shot. As soon as my mom heard the word "buy motherboard" she gave me the sour face. My sister will have to convince her if she wants the noise to go away.

Here's something that I thought about. Dunno if it'll work well or not though.

Canada Computers - Motherboards > Socket AM2+ : Gigabyte GA-MA785GM-US2H Socket AM2+ AMD 785G + SB710 Chipset ATI Radeon HD 4200 Graphics with HDMI/DVI/VGA DDR2 1200(O.C.)/1066/800/667Mhz 5x SATA 1x eSATA 3Gb/s 7.1-Ch HD Audio GigaLan IEEE1394 PCI-Ex

NCIX.com - Buy Gigabyte GA-MA785GT-UD3H AMD785G ATX AM3 2PCI-E DDR3 Video Sound GLAN CrossFireX HDMI Motherboard - GA-MA785GT-UD3H In Canada.

Buy one of the above. Sell my PoS M2N-E and X850XT. Therefore, the noise is gone, and I get to save a bit of electricity as well as probably get to push a few more Mhz out of the RAM and AMD X2 3800+. The only downside is that 6h4 US2H motherboard is micro-ATX. Would it have an effect on anything? I got a Creative Audigy 2 soundcard and PCI wireless adapter. Though I can use a USB wireless adapter instead.

P.S. I'd be mounting my current OCZ Vendetta 2 on that motherboard. Or it'd be on my current M2N-E if I don't upgrade the motherboard. We're getting a new computer case for sure though as hers is falling apart.

If you're still interested in finding out what particular component is "whining", apply pressure to the individual components with the erasure end of a pencil while it's under load. If you can isolate the discrete component you might be able to slap epoxy on it to deaden the noise.

Crap... just saw the AM3. I need it to be AM2+

@sswilson. Thanks for the suggestion. According to google, epoxy = glue? So I just like glue the component together or something?
