Default E6850 Multiplier

I put together a new system like last week and I used the new E6850 @3Ghz.
Now on intels site it said that the multiplier is 9, so looking at it with cpu-z and everest it jumps back and forth between 9x and 6x. Is this normal or has any one heard of it?, it's not overclocked and it don't seem to hurt the performance any. CS:S 1440 by 900 all setting maxed out in the video stress test the average fps is 285.16. (lg flatron ws 19")
Any insight would be great.
thanx in advance.

C1 or EIST or whatever its called. at idle the CPU drops the multi to run the processor at a lower frequency to save power. as soon as you put the system under load, it jumps back up. run orthos beta with CPU-Z open, you'll see.
