Look at the silverstone Lascala 17B or GD05. Both have decent cooling, are small but allow you to put ATX board and PSU.

Could i get 2 GTX 460s in this cases and still have decent cooling?

Looks like it'll fit. Check out lowfat's worklog here, it's a really nice case he even fit a 240mm rad in there though it was quite tight.
Brendon's watercooled Lian Li PC-V352
No issue with length at all, these dwarf gtx460 pcb's are so short that they're ugly. The only problem I see is the low clearance between the cards choking them of cool air. Good luck!
