how would I go about fixing my power cables like this?

Get a sleeving kit, they get expensive though.

I just bought one of these for $33. They come with the power connector removal tools and plenty of sleeving/wire management accessories, come in all sorts of colours.

ummm, what about arctic cooling fans? I dunno, i've always liked AC. I've had no troubles with AC fans, and they are IMO inaudible.

I went ahead and bought noctua's... my case still rumbles (but not quite as much), and they definitely push/pull more air than what i had before. CPU temp went down 3-4 degrees

The Noctuas are great... Even if they are hideous colors.

If you really want quiet.... SSD and Liquid cooling $$$ though

try something though. with the system off, unplug the power from the Raptor and turn the pc on for a minute. I think you will be surprised at just how quiet it is without the raptor. I have 2 150GB raptorX mounted loosely with soft rubber grommets and they are by far the loudest part of my system.
