I remember distinctly not being forced to add a private comment before on HWC, whereas it has always been forced on RFD. The way it was setup previously on HWC, if you accidentally typed anything into the private comment field, then the 10char requirement would engage immediately, even if you deleted everything from the field. But if you went through the process without touching the private comment field, then you could submit a rating without it.
