I have a similar WC setup on my E8600@4.5 LanBox build which runs at about 23/'C idle 45'C Load with 2 PanFlo 87 CFM fans. Ambient around 70'F (21'C). Mind you that is with a stock clocked 4890 in the loop as well so this setup should be sufficient for what your looking for.

For good results at lower noise go with 4 fans push/pull.
