Can you please point out in the paypal TOS where offering a discount for EMT would violate anything? They can't set restrictions on payment methods they do not control, on a forum they don't own.
This is the only relevant line I found: "You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method."
However, I believe this applies to selling on ebay, where they control the entire transaction (but I can't seem to find it in the current TOS, it used to say no "discouraging the use of paypal").
