Because it often works better than true 5.1/7.1 headset solutions. Don't forget, your brain only has two receptacles for sound. It perceives 'surround sound' by the difference measured in time from one ear receiving a sound to the other ear receiving the same sound. This is what Dolby headsets try to simulate. A sound will be delayed in one ear compared to the other, therefore simulating surround. It seems to work relatively well.
