USB output is digital, and the signal is converted by the DAC in the USB device. It depends on how good the DAC is for people to judge the quality, as well as the quality of the headset itself.
So no, USB will not give you better sound quality most of the time if you have a dedicated sound card. And no, there are no soundcards that output through USB as I know, since it doesn't make sense to do so.
