IF you had a card that supported Hardware EAX that might help out. See if you can get your hands on a Audigy 2 or a X-fi X-Gamer...those are the best bets for low ends cards that will still work as you want in gaming. Anything lower then that won't operate the way you want and will end up being more of a burden. Hope that helps.

yah

surprisingly i turned on eax and "tada" static disapeared while when i turned sound quiality down (dopler, 3d positioning) the static stayed oh well at least i got rid of it.
is the xi-fi extreme audio any good?

Short answer.... nope!!!!

You'd be a lot better off finding an Audigy2 still in stock somewhere for around the same price.

The X-fi Xtreme audio is a software based card. It has no hardware acceleration. Most people looking for a gaming card will want a card with a dedicated DSP chip. Such as the Audigy 2 or X-fi X-Gamer.

I suggest saving your cash and getting a X-fi extreme Gamer.
