hello all,
i'm not sure if this is the right section..

i have searched to see if there are threads like this, but i found none

okay, now for the problem

i got this card from a friend cause he didn't want it
so it was free.

when i play any sound on it

it is is all staticy and i can't hear anything
it is also very loud

UNLESS i turn it to near off then i can actually hear sound but it still has some staticy sounds

does anyone know why this is happening?
and if i could fix it?

Try turning down WAV volume to about 30%... did it work before he gave it to you? lol..
XP or vista?

You have a lemon - Yes I've seen lots of reports of crackling / squealing, etc.... but I've NEVER EVER experienced any of that on my SBLive, SBAudigy2 and now my Xtreme Gamer Fatality Pro series, you should not be getting the static or the loudness even with the sliders up ! Where do you have your sound plugged, what type of speakers ? What outputs are you using ? Did you run the audio calibration utlity ? The issues reported by some people throughout the years where issues with some motherboard chipsets but personally have never had problems even on my old VIA based boards.
