Short answer: it depends.

Long Answer:
What OC's are you going for? What noise level are you looking for? What is your budge? How big is your case? What is the internal airflow of your case like?

Cheap 212+ Mid range...vairous High range...various WC options H80i, H100i, Antec Kuhler 920....full custom loop....etc etc etc

I assume you are talking about a CPU cooler(ram and video card have nothing to do with it). If you are unsure and on a budget the cooler master hyper 212 plus or newer evo are the go to choices.

I have both the Coolermaster Hyper 212+ and the Xigmatek HDT-S1283 installed on different rigs. They both cool similarly, but I find the Xigmatek has the easier, more convenient socket mounting system. The Coolermaster's fans are easier to remove and attach, however. Either way, they're both excellent choices, with the edge going to the Hyper 212+ for the ease of fan installation.

The best fan/heatsink you're going to get for your money is the Hyper 212+. It competes with the best air coolers out there. It may not be as fancy or shiny as some of the other ones but if it works just as good and aesthetics aren't an issue for you by all means get that. Its as low as $20 at times so keep an eye out.
