Not 100% sure what you are asking but if I were to mount a cpu cooler I would pick from these:
Noctua NT-H1 PRO-GRADE Hybrid Thermal Compound Tim Solution 3 Gram - Noctua - NT-H1

Innovation Cooling IC7 Diamond 7 Carat Thermal Compound Paste Tube NON-CONDUCTIVE NON-CAPACITIVE - Innovation Cooling - IC7

Arctic Cooling MX-4 Thermal Compound Paste NON-ELECTRICAL Conductive 4 Gram - Arctic Cooling - MX-4T-4G

Stick to paste. I don't think tape will work as well (or at all?). Thermal tape is like only used for VRAM and stuff like that IIRC.

If you use tape your heatsink might(probably will) get permanently attached to the CPU and there goes the resale and easy replacement of the heatsink. I use MX-4 and it's pretty nice but much thicker than most pastes and requires quite a bit of pressure to ensure proper spread.

I've always been under the impression that you use grease for CPU/GPU. I've only seen tape on VRAM and I think it's mostly for convenience during assembly.

This is purely speculation (feel free to google it), but I have a feeling that grease will probably give you better performance than tape.
