I'm pretty sure that the 212+ is the best air cooler you can get in that price point. I haven't heard of your other two though.

Hyper 212+ EVO

Cools a little better than the older 212+ but also a little more expensive.

I have the Hyper 212+ with 2 of the stock bladmaster fan for a little push/pull love, and I tell you, it cools extremely well. I have a Raven 3 case, and mentioned cooler along with MX4 paste. It keeps my 955BE 1.43v 4.2Ghz at 47c or less(I really do not do benchmark runs, just gaming, average hottest is 45c with bitcoin/bf3)

The EVO is supposed to cool a bit better, but is also a bit more expensive, I would just get the hyper 212+ and dual bladmaster fans(I believe they are the 68cfm models?) excellent cooler for its low price, and, you can slide the fans up/down to correct memory height issues if need be, for me, slid all the way down, it keeps the motherboard very cool as well as the ram :)

If you're in an Asian country, try looking for a Scythe Mugen. Would probably be around the same price point.
