Default TRUE BLACK Thermalright

so wile assembling today i had to to buy a new heatsink because my liquid gave out on me... so i grabbed one of these and a 120mm LED fan and the temps seem to be hovering at 20C.

Im wondering if this is atall a good cooler for a i7 to be OC'd on?

Very good for an air cooler AFAIK. You might want to invest in some good fans for push pull, generally LED fans aren't the best. Some people will have some good recs for fans.

I highly doubt the core temps are that low. Unless his room is like 10C or something.
