I've got a "stuck" e8400..no lower than 36c.

i have never lapped a cpu and dont plan on it, its flat enough that it wouldn't make much of a difference. i only lapped my true, both my true's absolutely needed to be lapped imo, the curve in it before lapping was so extreme it only made contact with about 1/4 of the processor if that.

The lap I did on this CPU was pretty nessesary, there was a nice concave in the middle, like I said it lowered the temps pretty signifigantly, and considering the CPU is off warranty and it only takes 45 minutes of sanding to lap it I wouldnt say it was much of a risk. my xiggy on the other hand is pretty much flat, lapping it would do no good.
