It's not the rads, it's those GPU blocks specifically.

I'm running both my CPU and GPU in the same loop with a pair of rads, and only using a little DDC 3.1 pump, but I'm still getting over 1.5gpm. But that's because I deliberately used blocks with low restriction. If I'd used one of those EK GPU block instead, things wouldn't be nearly as comfortable. If I had a second card with one of those blocks on it... ouch.

If you only want the blocks for their looks, then I wouldn't worry about it. But if you're serious about temperatures, your CPU cooling is probably going to suffer a little from the reduced flow.
