FuZion v2 and Apogee GTZ are both great blocks. Either one will be fine. Don't bother with the quad midplate for the FuZion v2 though as it apparently makes temps worse for 45nm quads.
Pump wise, get the Swiftech MCP655.
For fluid, I use Feser One pre-mixed stuff, works fine and is apparently non-conductive. Comes in lots of colours too.
